Microsoft appointed TechSoup to implement broad scale donations in EMEA (Europe, Middle East & Africa), Asia, and the Pacific. TechSoup currently delivers technology donation programs for over 25 corporate donors in the Americas and, through partner NGOs such as CISA, throughout Europe, the Middle East, Africa and now the Pacific region.

How much can eligible organisations order?
Each qualified charity or nonprofit may request up to six titles, and up to 50 licenses per title per two-year period from Microsoft. The program is not based on a monetary basis, rather it is limited by the number of titles and licenses you are able to order.
Exceptions:
- For server titles, one server license per title and up to 50 Client Access Licenses (CALs) may be requested (i.e. customers may not order two copies of the same server title).
- Server licenses with accompanying CALS will--together--count as two separate titles towards the six-title limit.
Each charity or nonprofit will be eligible to make one donation request for Microsoft products and licenses each year through DonorTec (i.e. an organisation that ordered 10/1/06 may place a new order from 10/1/07). Though charities and nonprofits may order twice (once per year) within a two-year period, the combined total of products ordered in a two-year period may not exceed six titles and 50 licenses per title (or one license per server title). Once two years have passed since an organisation's original order, these limits will be reset (e.g. a customer that placed an order on 10/1/06 may order six new titles and 50 licenses per title (or one licence per server title) on 10/1/08).
Donations will be fulfilled using Microsoft Open Licensing. This means that boxed (full packaged) products and paper licenses will not be shipped to charities and nonprofits through this program. Instead, an e-mail will arrive with an authorisation number for approved requests and directions to go to a Microsoft Web page to download licensing agreements. Software media (CDs) will be sent directly from Microsoft via air mail.
Each order must include a minimum of five "seats." One license = one seat, Five licenses = five seats and "one server license" = "Five seats"* (Products that count as five seats are those that support multiple devices or users.) The five-seat products available through Donortec Program have one of these characteristics:
- The name includes the term "processor license."
- The name includes the term "external."
- The product provides multiple software applications for testing purposes
- The product includes multiple client access licenses.
Please note: Licenses offered as 'processor licenses' automatically meet the five seat minimum because they come with unlimited clients.
